Can staff override the order?
They can mark someone an emergency, or send someone back into the line — both are explicit, logged actions. What they cannot do is quietly drag one person above another, which is what causes arguments at the counter.
What happens if someone does not show up?
Mark them a no-show and the line moves on. If they turn up later you can bring them back without making them start over.
Does it work on a phone?
Yes — the console runs in any browser, so a tablet or phone at the counter works exactly like a desktop.
